Do Morals Matter?, which is stimulating but indifferently written and by no means definitive, concludes with an estimate of the moral challenges set to confront future presidents. They will chiefly have to respond to the rise of China and to the spread of non-national forces, including tech giants, cyber-criminals, terrorism, pandemics and climate change. These problems can only be met, he sagely maintains, through improved international cooperation. So, given the proliferation of populism, the outlook is bleak.
